Topband: Topband at solar maximum

I don't think anyone is claiming there is no difference on topbband 
between solar minimum and maximum, nor is anyone denying that DX is 
generally easier during the minimum. I think the point is that the myth 
that topband DX cannot be worked at all during the maximum is false.
