Ian, etc.

It sounds like an unfiltered SCR speed control for a big electric motor or
motors used in a factory on apparently two work shifts.  It probably stops
after midnight and starts up again at 6 or 7:00 am?

Can you hear the interference on an AM automobile radio set at the very top
of the band?  IE 1600+ KHz?  If so, you may be able to find it by driving
around and going to the loudest interference.
