There is considerable literature on the topic of
cage style vertical radiators.  The navy has done
extensive work with them, in pursuit of submarine
communications.  

As Tom and Herb observed...the principal advantage
is reducing the Q of the system, and therefore widening
the bandwidth.  

>From my perspective, grounding the tower improves safety.
Moving the shunt feed all the way to the top and making it
symmetrical about the tower (depending on tower height) should 
result in improved efficiency.
