for me back in the old days, if we knew someone was transmitting we had
success. if we knew he was there we could assume (pretty correctly) what
he was doing. spread spectrum for stealth and all that.

i think if every ham would write their consulate and tell them what you
are hearing, and oh,  please stop because you are interrupting world wide
communications.....

maybe they would get the message?
