Too many frequencies and they'd have to wait a while to make sure the station 
that could hear them wasn't receiving at that moment. Besides, they have so 
much line noise there they can't hear much.

I question the usefulness of most on-the-air bulletins these days but they have 
to let the world know they're still around.
