3/8th wave would be a very bad length for disconnecting
things, because (as posted) it requires opening a contact
that can have pretty high voltage across the open circuit on
80 meters. Depending on power level and how things work
out....he might even need a vacuum relay.
Matching on 160 is secondary to making feedpoint detuning
simple and reliable with that 80m vertical just a few feet
away. I'd bet most people could match a 25 ohm L to 50 ohms
just about as readily as they could find a capacitor to
series tune a longer antenna.
