Perhaps the JAs would like to transmit in their sliver of band at 1907.5 to 1912.5 kHz, and listen at a stated QSX frequency. When that was the only band they had, I found it much easier to work them, with virtually no non-JA stations transmitting there. Since they got the lower band segment it has been more difficult to work JAs, for me at least.
