Use another piece of 3" and an insert after you cut a slot into it to
allow it to compress. Remember the fit is determined by width of the
slot or slots. If you are making a vertical mast you can compress with
a least 4 stainless steel hose clamps plus a through bolt.
I have also made reducers by using schedule 40 PVC and cut slots with a
skill saw...it is easier to work with but the aluminum to aluminum over
lap takes the worry out of a good electrical connection.
Also, if you have a lathe handy you might consider a good treated
hardwood insert cut just it perfect to size. You still can you some
smaller slots to make it tight. Make sure you also us pin bolts. 1/4
inch are fine if you have any top loading or top guying to prevent pipe
slide. With aluminum straps and stainless steel hose clamps should be
considered to provide the conductivity as you may require between sections.
