Ozer,
At AA7JV I have an antenna right by the sea (on the
sea-wall, 1.5 meters above the water) and I used an
inverted L standing at the edge of the sea on 5K0T. From
experience with these and similar antennas on VK9WWI and
C6AGU -- where we tried radials -- I can tell you with
certainty that you do not need the radials over the sea
water. You may want to instal some on the land side, but
even that is of questionable value. Just connect your
feedpoint "GND" to the sea-water. Please note however,
that throwing a cople of wires into the water will not
give you a decent ground. You need lots of metal surface
in contact with the water. I use a 30 cm wide stainless
steel sheet connecting the antenna ground to the sea
water. It works!
