It would seem a gas tube would probably solve that problem. Gas tubes can
be had for in the $3-4 range, and are available from Mouser.
In the dormant state they have less than 1 pf capacitance, so they will not
affect the antenna system at all, but for those few tens of microseconds they
will conduct and protect the resistor.
