If by "optimium" you mean to reach the point where the resistive portion 
of the feedpoint impedance is 50 ohms (and not with respect to radiation 
pattern), then it depends on the length of the vertical section.   If 
the vertical section is short, the feedpoint impedance will be low and 
the horizontal section will have to be longer to make up the difference.
