Phil, How are you?

Very probably the reason is:

W/o the tuner your TX is being "detuned" and it´s output pwr changes. The 
impedance it´s output circuitry "sees" is different in the two QRG.

With the tuner it sees exactly the same Z.

PS

The output circuitry includes the pwr limiter (Z different from 50 Ohms 
protection) that probably also is a factor in this case.
