Thanks to all for the vast amount of information on QSL'ing FK8CP. I have decided to purchase some of the new IRC's and send him two. That has seemed to work in the past. One IRC will not work, but two seem to do okay. NC is not part of the International Postal Union, but he seems to accept them.
