Topband: Stew Perry Plaques

I reformated the list of Stew Perry Plaques to make it a bit easier to see 
what is already sponsored.  A few plaques have been identified that are not
yet sponsored - and I will give the topband list members first crack at 
those before advertising them on the cq-contest page.
