Thanks for all the comments about the noise I have been hearing.  It came
back last night and I was lucky enough to notice it on my drive home and
was able to do some effective DFing (thanks for having my marine DF receiver
in the car).

Turns out - it is a small AM station - 5 KW - that is generating this 
problem.  I deduced this by DFing the station enough to rule out the 
previous suspects - and narrow down the location enough that when I checked
the FCC database, it was obvious which station it was.  

Then, I made this recording:

In one channel - you can hear the noise on 1800 khz and in the other, you
can hear the station's audio.  Near the end of this - you can clearly hear
the same modulation on the noise that is happening on their signal.

This station is about 11 miles from my QTH.  I will hopefully be talking 
to them today and see how quickly they will respond this.
