I found at my workplace (a hospital) trashy QRM/N from newly installed 
flourescent lights had to be eminating from the switching power 
supplies....they were very bad ! (preventing some equipment even operating 
in our OR's !!!)
We had to go back to traditional ballasts.  On a Spectrum Analyzer, the junk 
was from DC to DAYLIGHT as they say.

  This weekend I discovered noise from a set of 8 foot long fixtures.
  What's the usual source, ballast controller, the bulb itself or ?. And
  the best plan of attack (other than turning out the lights).
