An element of the DX Code of Conduct is to NEVER call a station that you 
cannot copy well enough to follow his directions. Hams who call without 
hearing are LIDS.
That said, with the slow QSB that is common on Topband, it's easy to 
call when you hear, not hear a response because the DX is in a fade, and 
end up calling on top of him.
