French indo-China (FN8) was worked by many. I would put my money on
Damao (CR8) or Goa (CR8 also), both Portuguese enclaves on the coastline
of India. I assume you are referring to Charlie, W1FH.

For years, some time ago, there was a DXER who was always #1 on the
ARRL DXCC Honor Roll. He always had one more country than everybody
else. I've never been able to find out what that country ( or entity
as they call it now) was, i.e. a country that this top gun had
worked and that no other DX-er had apparently worked. Nobody at the
DXCC "Desk" (as they call it) would not tell me either.
