Coax ground

There was an article in 73 mag a few months ago about a coaxal ground.
If your rig is far say 20ft from a good earth ground this method is
supposed to make the distance look electrically zero. It is done by
using RG8x coax and connecting the sheild to the center conductor at
each end with .001 @ 1000v caps then using the center conductor to carry
the ground. The article was written by W0WUZ Terry Staudt. Does anyone
know how this works. Does it work?  Does it matter what freq. you run?
Are the cap. values critital or freq. dependant?  Will any coax work?
