On Long Island, NY, the power company has a special crew to investigate
noise complaints. There is one Ham on the crew, so they often are very
responsive to Hams who call. Their equipment also contains an aimable
audio amplifier, which "listens" for noise above 20 KHz, and down
converts it into normal audio ranges. These guys have great success with
this. It seems that leaky insulators are noisy electronically, and
auditorily. When they get to a suspect pole, they whack it with a sledge,
and listen for changes. That assures them, and they can make repairs.
Last time I called them, they arrived next day, and found the culprit
within the hour. It was a pole up the road behind a factory. They had it
repaired within a few days. So, some of these guys really do know what
they're doing.
