As a birdwatcher for the last decade, my reading suggests the following.
1. Although some few folks report success with dummy owls in keeping away
birds, most folks report that birds know that the owl is nocturnal and
have no fear of owl dummies in daylight.
2. Even raptors, such as hawks and falcons, may have a limited lifetime
of scarecrow effectiveness, since birds begin to recognize a non-moving
device. Remember, bird sight is far better than human sight. If it is
not truly lifelike to humans, it will likely be even less so to birds.
The best solution may be a well-trained falcon.
