[TowerTalk] Web download speeds

Download speeds on the Web are fastest between 4 and 8 AM Eastern time and
slowest in the evening.  However, even by 9 AM, when the east coast
arrives at work, finishes its paper and coffee, reads its FAXs and e-mail,
and finally gets to work, the system slows down by at least a factor of 2,
and by noon that factor may grow to 10.  At least, this has been true at
this location (TN).

For much software, the invocation of cookies as some sort of supposed
control, has precluded availability of some software via FTP.

The first two laws of network dynamics are as follows:

1.  Things will get worse before they get better.
2.  No one ever said they really would get better.

I wonder if this note will spawn a round of cathartic replies. . .
