This is very true.
However, if you don't know the properties of your soil, it's not a
great idea to rely on the soil around the concrete block. The
parameter that describes the influence of the surrounding soil is
called the Angle of Repose. For conservative engineering, the
assumption should be that this angle is 0. That way, any advantage
you gain through surrounding soil contributes to your safety margin.
