Mike, before you start adjusting the meter of your 259, be advised there
is a specific, but simple proceedure to realigning the whole thing. You
can't just adjust one of the pots to make the SWR agree with what you
think it is.
Also would suggest you connect it to a 50 ohm dummy load. If it gives
you a 1:1, it just may be the antenna is at fault.
