Tom,
Accepted practice is 4 weeks (28 days).  The concrete will continue to
cure for many months after that, but at about 4 weeks, you can safely
put a load on it and expect it to hold.  The ambient humidity has little
effect on concrete curing, it will cure under water just fine!  It is a
chemical reaction.  Depending on the mix, accelerants can be added, but
this compromises the integrity of the concrete somewhat.
