a low impedance path to ground doesn't prevent strikes. in fact the low
impedance path will allow more charge from the ground to flow onto the
tower and probably increase the chance that the tower would be hit.
what
the low impedance path to ground does is to provide a good place for the
lightning stroke to flow to ground instead of finding its own path
through
whatever is attached to the tower.
