Nope,  mine reads higher than the source.


When I have vswr on my feedline,  my Bird 43 can read a 
many  watts more in the forward direction at the output of
the tuner,  than the meter at the input of the tuner says is
coming out of the linear!!    If I read 1000 watts output from
the linear on the Bird meter,  then look at the forward power
at the output of the tuner,  can be anywhere from 1050 to
1200 watts,  depending upon the frequency of operation,
with the linear output held constant.

Guess I am reading the reflection gain,   because I know
the Bird is reading real power forward.
