You and everyone else. Expecting any yagi to cover 1.7 mHz of bandwidth
with low SWR is an unrealistic expectation.
Since the lower 2:1 point is down in the 27 mHz range, perhaps Tom could
tell you how much and which element to shorten to get the curve to move up the
band. Then you WOULD have the coverage you're looking for. The sleeved-feed
may not allow you to do this though.
