When I built my tower I let the rebar stick into the ground on purpose. I'm
57 and I believe the tower will outlast me.
The rusting will be very slow in a very limited to non oxygen environment.
Look at old bridges where rebar has been exposed.

soil, doesn't it?
Rust is oxidation. Being underground, whether in concrete or soil,
doesn't the minimal oxygen content under ground retard the rust
formation?
