 What is the best method of getting off this
crud? I am not exactly sure what it is.

  It is (to answer the last question first)
aluminum rust, It is aluminum OXIDE.
  Also known as ALUMINA, it is pure clay,
like to make into china etc. (insulators?)
  My favorite removal tool is Skotchbrite types
of abrasive pads and slowly running water.
(it is a fine insulator, so it needs to go, it is
what the Oxi-gard/No-OX compounds are
dessigned to prevent)[the formaton of]
