Steve and others are correct it is called a Capstan winch. A crew I
sometime hire has one and it was used during install of a 3el 80M
Msq beam.
I don't have one yet but am leaning that way. I currently have a tower
drum winch that holds rope. My problem is that I need longer lengths of
rope and the Capstan fills that bill.
