Simple - they beat up the manufacturer for the lowest price the
manufacturer can stand. Tech America waves potential big volumes at the
manufacturer and everyone crosses their fingers that it'll be mutually
profitable.
If you were to commit to buying, say, $25K or more at a whack from
Rohn, you could probably get that kind of pricing too.
