Thanks for so many responses

The best answer, as usual, turns out to be elegantly simple.

Put a thrust-bearing ('upsidedown') on the mast, attach a peice of 
angle stock (or fiberglass) horizontally out from the mounting ears
of the thrust-bearing, and attach the center insulator of the dipole
to the outboard end of this support.  It will 'remain in place' as 
the tower rotates.

Now I need to decide how to handle the 61 feet of suspended feed
line!  Oh well........
