      It's the motor-starting capacitor in Hy-Gain rotors. They get weaker 
over time plus they're sensitive to voltage drop from a long run so at some 
point it doesn't have enough capacity to start the motor. By moving it closer 
to the rotator, it cancels out both of the problems or at least prolongs the 
useful service life of the cap.
