Hi Bill,
I have seen the same thing out here in the west with cars. We do not
have to put up with salt or any of that stuff on our roads, but if a
car does have rust on the bottom, it is one that has been
undercoated. The undercoating just traps water, thus causing rust.
Would think the same thing would be true with tower legs.
