Yes, 1/4 WL verticals absolutely need radials.
Elevated (Vertical) Ground Plane antennas
work best with resonant 1/4 wavelength (WL) radials.
Verticals on the ground work best with 30 or more radials.
Elevated GP antennas can get by with fewer.
If the base is 1/4 WL above ground, 4 radials will
do nicely. Closer to the ground, more radials are beneficial.
Simple wire radials are the easiest solution.
I like #16 or #18 wire for durability. Smaller
wires break too easily.
You may want to read some good antenna books
such as the ARRL Antenna Book, ARRL Handbook,
or the RSGB publications.
