[Towertalk] Skyneedle 358 Base Plate?

A friend just acquired this monster put could not get the base plate out of
the concrete. He needs to fabricate or purchase a new one and needs the
drawings. I imagine that this drawing would include the rebar and bottom of
the "cage", if any
Any information would be appreciated.
