Bolts loosen because rotational effects work on them torque wise.

For example if you put a Phillips head bit into an electric drill and
tighten the chuck, the bit will drive screws and never loosen.
But use the drill in reverse, and a resistant screw may result in the the
chuck loosening and the bit spinning.

The rotor bolts are loosening due to the users rotating the antenna counter
clockwise too often.

Hams below the Equator do not have that problem due to the opposite rotation
due to the reverse gravitational effects.
Their rotor clamp bolts are always tightening.
