This is from the 3rd edition (1972)
of the ARRL VHF Manual, p198-9:

Developed by W1FVY and W1IJD

Consists of 3 elements, each 
element made of 1 wavelength
of wire.  The elements are
formed into (non-circular) loops.
The loops are in the horizontal
plane, and oriented at 120? angles,
like a cloverleaf.  The loops
are driven in parallel with each
other, and in parallel with a
matching stub.  It is "nearly 
as effective in all directions
as a horizontal 1/2 wl dipole
in its favored directions."

They suggest stacking them to
get omni gain.

For 10 meters, the total diameter
would be 20 feet.  It easily
covers the 2 meter band and then
some, so it might be OK on 10,
which is twice the BW.

Hope that helps.  I don't know
anything about the big wheel:  I'm just
reading to you from the book.
It occurs to me that it might
basically act like a circular
loop fed in 3 places with
open wire line.
