Yes.  Under certain climatic conditions, 9913 has been known to draw outside
water vapor into the line.  This will typically occur on a hot day when the
jacket is exposed to the sun, and suddenly, a burst of rain cools the
jacket, allowing moisture to contaminate the area around the connectors.

I have had 9913 completely ruined by such events here in Florida.  No amount
of dry air evaporation would help once the line became contaminated.  Unless
you are absolutely certain that moisture ingress will not occur and your
connectors will remain well-sealed for many years, DO NOT use 9913 in an
outdoor environment.
