You know, in the aviation world, where lives are at stake if bolts don't 
stay in place (like those holding the propeller in place) -- bolts with 
drilled heads are safety-wired in place. This prevents the bolts from 
turning.

I'm surprised no one has suggested this for tower use. Seems applicable.
