Well, I'll try an answer to the "how do I build the
elements" part of the multi-part question :-)

I would at least try the obvious approach.  Take one
element down.  Build a stinger using 1 1/8" down to 3/8"
aluminum tubing from Texas Towers.  I would rivet
the pieces together.  Add one guy point at the top
of the existing 40 meter element.  Start out the same
way you did for the 40 meter elements - with the new
stinger extended, and the other 6 sections telescoped.
Raise this to vertical.  Have three friends man the
guys.  Raise each of the lower sections in turn 
(while standing on your ladder as you did before) with
your friends keeping the antenna vertical.  As you get
to the top of each section, rivet it in place.  Once
the element is fully extended, mount it to the base,
and secure the guys to either handy trees, or small
screw in guy anchors.  Leave it up for a week.  If it
doesn't fall down, iterate.
