if the tower is not binded against itself, it may be the brake pad tat is
stuck

Does the shaft that the handle is attached to turn when you turn the handle?
If the winch shaft is rounded you may be able to remove the handle and
attach a large pair of vise-grips to the shaft and turn it that way.
