I observed privately that 90mph, if imposed on the
extended MA-40 structure, would not be sustainable, with
any useful antenna onboard.  It's rated for 50mph, extended.

The crux of the argument to be made is...the antenna
nests when not in use, and nested will withstand...whatever.
THOSE are the calculations you need.  

The point which has to be made to planning or zoning
officials is that by forcing a 90mph survival, they're
imposing an aesthetic decision which may not be to the
liking of the neighborhood...and which won't improve
the survivability of the structure.  

Some lobbying will be in order here, to get them to
provide reasonable accomodation.  Are roofs in the
area required to withstand 90mph, without shedding?
