Noel,
 So far in 47 years of hamming and antennas, towers,
I have never had to get a permit to install a tower.
It's a whole lot easier to get forgiveness than it is permission.
BTW...I am moving and gonna be putting up a tower at the new location.
I talked to the city planner before I signed the offer!
