I've also seen movements where the meter needle, for whatever reason, has
been bent (unit dropped, perhaps), or the meter scale card has become warped
or unseated from the backplane, and has caused mechanical interference with
the movement.  A gentle reshaping of the bend in the needle has been
required on a couple that I've had in the shop.
