I used a material called "Rockite" to cement rebar into bedrock - it's used
to install commercial equipment on concrete floors. Works well, sets up
fast, and my tower is still standing, supported by 20000 pounds of concrete
above ground, with the rebar cage cemented into bedrock. I had intended to
use epoxy, but all of it in all the hardware stores in the entire town had
expired. Check the expiration date on whatever product you select.

I'm sure there are lots of suitable materials - I'm not familiar with the
ones you mentioned.
I guess the point is that just about anything will work. There's no way
for the bolts to pull out anyway since they're under compression so I
wouldn't get too concerned about which one to use.
