Unless the inspector takes offense at your statement, and uses a laser rangefinder to measure the height. Not even a particular challenge to do it from the street or a block away with any of a variety of readily available surveying instruments.


What you could do is put up the 70 foot tower, claim ignorance or misunderstanding of what the 70 feet actually applied to (tower exclusive of mast), and assuming the neighbors haven't complained, ask for a variance.
