I've seen tower legs inbedded in concrete rust thru
also. I would use concrete AND a baseplate. You could
fill the bottom couple of feet of the hole with gravel
before you pour the concrete and still have a suitable
base. That is a really large hole for a 40ft
guyed/bracketed tower!
