90 degrees will NOT get you 360 degrees of coverage. You will need 135 degrees to accomplish that. You can side-mount a rotor to one tower leg and place the dipole on top of the rotor. 120 degrees of rotation is possible, limited only by the dipole leg's distance from the tower.
